Okay, so:
<li>Fixed the Citizenship guide
<li>Updated Rule 7 (The sig rule)
<li>Edited the Additional Guides to be more descriptive (this could be the "Welcome to Neohacks" post if enough people convince me)
<li>You can make up to 10 lines (in regular size) without image.
<li>The "Signature Guidelines" Guide was updated
<li>Updated Rule 8 (Advertisement rule)
