How about a totally legal torrent website? Out of copyright music, books, films, etc? I'm sure a decent amount of people would be drawn in by the fact of it being legal, and the curiosity of seeing what sort of things are out there in the public domain (some are quite surprising, such as Night Of The Living Dead, due to a silly legal loophole).
